System-level Subscription Exception
System-level Subscription Exception discard messages matching a given subscription. Any messages published to a topic matching a subscription exception are discarded and not delivered to the queue. A leading '!' character in a queue topic or MQTT QoS-1 subscription (for example !a/b/c) indicates a subscription exception.
